On December 19, officers with the Boone County, Kentucky Sheriff’s Department reported that a man was unable to breathe at the home of Tom Browning. Tom Browning was found unresponsive on the couch when the Kentucky Sheriff’s Department arrived at Tom Browning’s home. Tom Browning was declared dead when the Kentucky Sheriff’s Department failed to resuscitate him after several attempts.
