  1. Filed their 2020 tax return by October 15, 2021.
  2. Meet the California adjusted gross income (CA AGI) limits.
  3. Were not eligible to be claimed as a dependent in the 2020 tax year.
  4. Were a California resident for six months or more in the tax year 2020.
  5. Maintain California residency on the date the payment is issued.

Checking Eligibility and Payment Status: If you believe you are eligible but have not received your MCTR payment by February 14, 2023, take the following steps:

  1. Check Your Bank Statements: Ensure you did not receive the payment. Payments were made between October 2022 and February 2023.
  2. Online Verification: Visit the FTB website at https://webapp.ftb.ca.gov/refund/login. Enter your Social Security Number, address numbers, zip code, and the exact amount of your refund. Click on “Check your refund” to verify your payment status.
  3. Telephone Verification: Call 1-800-338-0505 or +1 (916) 845-6500 (outside the U.S.) Monday through Friday, 7 a.m. to 5 p.m., to check the status of your refund.
  4. Chat Support: Log in to MyFTB and utilize the chat feature Monday through Friday, 7 a.m. to 5 p.m.
  5. Written Inquiry: If needed, request the status of your refund by sending a letter to Franchise Tax Board, P.O. Box 942840, Sacramento CA 942840-0040.
